Governance Circle

Applying systems thinking to innovate in public services


The current context of political organization is one of profound disruption and transformation, where our existing Industrial Age paradigm to governance is being redefined. The transition to a networked society will clearly not be a smooth one, with the hallmarks being political paralysis and disruption. In such a period of rapid deep transformation old political categories will be rendered largely irrelevant; traditional Industrial Age political dynamics surrounding state and market, left and right wing, socialism and capitalism cease to have meaning as the context that created them cease to exist.

The question then is what will this mean for political organizations. All organizations operate within an environment and to survive and develop they have to be structured so as to be able to access and process the given resources within that environment. When the context changes organizations either adapt or are over time rendered less relevant as they are not able to respond to the new challenges within the broader environment. Our Governance Lab Systems Initiatives are designed to explore and experiment with this very question with the aim to prototype real-world solutions to the challenges faced by the public sector today.

A Complexity Approach to Governance

We live in interesting times, one that is often contextualized as being a transition period as on the one hand our traditional industrial age systems of organization reach the end of their life cycle, show signs of faulting and becoming redundant, while on the other new networked information-based systems of origination are being born and this chasm between the two is nowhere more prominent than within the domain of social governance. The world of the 21st century presents us with a plethora of challenges that hardly need listing we are so aware of them, in the face of the complexity of these challenges our industrial age systems of organization appear fundamentally incapable of offering solutions, their inherent logic seems to stay bringing us back to insurmountable contradiction.

One of the key insights from complexity theory is that complex phenomenon may not require a very complex rule set or design to create but, on the contrary, may be the product of a quite simple set of rules and their interaction. This is something that is not intuitive to us when we see something that exhibits very complicated structure or behavior - say like a sunflower or ant colony - we are inclined to believe that some very intelligent being must have created it or there is some very complicated rule set built into it which created it.
